6M-4.610Statewide Provider Contract for the School Readiness Program

The Office of Early Learning hereby gives notice that on January 14, 2016, the Office of Early Learning issued an Order granting the Association of Early Learning Coalitions, Inc., a waiver from Rule 6M-4.610, Florida Administrative Code. The petition for waiver was received by the Office of Early Learning on October 14, 2015. Notice of receipt was published in the Florida Administrative Register, Volume 41, Number 202 on October 16, 2015. No public comment was received. The Order grants a waiver from Rule 6M-4.610, F.A.C., which adopts a standardized provider contract for the school readiness program wherein exists a prohibition of any changes to an executed Statewide Provider Contract. In particular, related to Form OEL-SR20, the Petition seeks waiver of the prohibition against amendment or supplement to the individualized provider information on nine specifically identified items within the contract. It will allow the members of the Association (the Early Learning Coalition) to amend or supplement by mutual agreement of the provider and the coalition through the execution of a contract amendment select and limited changes to information listed in the contract. The Office determined, with the exception of one identified item, that the waiver will permit the coalition to function efficiently while serving the purpose of the underlying statute and that without the waiver the Association members as well as school readiness providers will be adversely impacted by additional use of staff time and resources.
