    Notice to Construction Managers, UF-631, Lone Cabbage Reef Restoration

    NOTICE TO CONSTRUCTION MANAGERS:

    The University of Florida Board of Trustees announces that CM-At-Risk services will be required for the project listed below:

    Project: UF-631, Lone Cabbage Reef Restoration (Cedar Key, FL)

    This grant-supported project specifically consists of restoration of the Lone Cabbage reef, and contains all the elements necessary to fully implement the restoration of this reef chain.  Lone Cabbage reef in Levy County, FL. is one of several offshore oyster reefs in the area that have outsized ecological importance because they serve to impound fresh water behind them, creating productive intermediate salinities that are important to the functioning of estuaries and fisheries.  Lone Cabbage reef has become highly degraded in elevation, size and substrate, and the purpose of this project is to rebuild it in a way that is resilient to erosion and restores its functionality as a barrier reef.  The reef will be rebuilt by placing large limerock cobbles and boulders on the existing substrate in a pattern that restores the outline and elevation of the reef chain.  The rock will then be topped with a thin layer of clam and/or oyster shell to stimulate colonization by oysters and the fauna typical of oyster reefs.  This project will be biologically monitored by UF scientists for up to 6 years post-construction.  The reef footprint is a thin ribbon approximately 3 miles long, 50 – 100 feet wide, and 1 mile offshore.  This construction project is fully permitted and surveyed, and maps, profiles, and estimated amounts of fill are available.  This work is supported by funds from the Deepwater Horizon settlement (Gulf Environment Benefit Fund), and is administered by a grant from the National Fish and Wildlife Foundation to University of Florida.

    The total project budget is $3,815,990 including labor, materials, and equipment for reef restoration, storage of materials in preparation for the restoration, and leasing of any properties required for materials storage. Placement of the rock and shell will be accomplished between July 15, 2018 and October 31, 2018. Shell shall be locally sourced, originating from waters off Levy and Dixie Counties.  Limerock boulders shall be locally sourced Ocala limestone as per Figure 1, Additional Project Information document.

    Applicants will be evaluated on the basis of their past performance, experience, personnel, references, bonding capacity, workload, and responses to questions posed both in the shortlist and interview phases.  The Selection Committee may reject all proposals and stop the selection process at any time.

    At the time of application, the applicant must be licensed to practice as a General Contractor in the State of Florida and, if the applicant is a corporation, must be chartered by the Florida Department of State to operate in Florida.    The selected applicant will also be required to provide insurance coverage for General Liability, Automobile Liability, Workers’ Compensation, and a Performance & Payment Bond, all from insurance companies rated as described in the CMQS Instructions.

    Applicants desiring to provide construction management services for the project shall submit a proposal only after thoroughly reviewing the Facilities Program, Project Fact Sheet, and other background information.  The proposal shall be prepared as specified in the CMQS Instructions and shall include:

    1.A Letter of Application that concisely illustrates the applicant’s understanding of the scope of services, schedule, and other goals and considerations as outlined in the Project Fact Sheet and facilities program.

    2.Company information and signed certification.

    3.A completed, project-specific "CM Qualifications Supplement” (CMQS) proposal.  Applications on any other form will not be considered.

    4.Resumes and other pertinent credentials for all proposed staff.

    5.Proof of the applicant’s corporate status in Florida (if applicable) and a copy of the applicant firm’s current contracting license from the appropriate governing board.

    6.Proof of applicant’s bonding capacity and liability insurance coverage.

    If the applicant is a corporation, it must be chartered by the Florida Department of State to operate in Florida.  As required by Section 287.133, Florida Statutes, an applicant may not submit a proposal for this project if it is on the convicted vendor list for a public entity crime committed within the past 36 months.  The selected construction manager must warrant that it will neither utilize the services of, nor contract with, any supplier, subcontractor, or consultant in excess of $15,000.00 in connection with this project for a period of 36 months from the date of their being placed on the convicted vendor list.

    Incomplete proposals will be disqualified.  Submittal materials will not be returned.

    There will be a non-mandatory pre-proposal meeting on Thursday, February 1, at 4:00 PM, EST, at the FWC Senator George Kirkpatrick Marine Laboratory, 11350 SW 153rd Ct., Cedar Key, FL 32625.  Additional information to assist the applicant in preparing a complete proposal – including the project-specific CMQS forms, CMQS Instructions, Project Fact Sheet, Facilities Program, Powerpoint presentation describing the Reef Restoration, Additional Project Information document including Figure 1, copies of Owner-obtained permits, standard University of Florida Agreement for CM Services, and other project and process information can be found on the Planning Design & Construction website at http://facilities.ufl.edu/news.html under UF-631, Lone Cabbage Reef Restoration.  Transcript from the Feb. 1 pre-proposal meeting and answers to any questions asked to the UF Project Manager (ama@ufl.edu) in writing prior to 5:00 pm est on Wednesday, February 14 will be posted on this website by 5:00 pm est on Thursday, February 15.

    Finalists may be provided with supplemental interview requirements and criteria as needed.
