NOTICE IS HEREBY GIVEN that the Office of Financial Regulation has received the petition for declaratory statement from Change Healthcare Solutions, LLC (“CH”) on October 12, 2016. The petition seeks the agency’s opinion as to the applicability of Section 559.55, Florida Statutes, as it applies to the petitioner.

The petition seeks a declaratory statement from the Office on whether Petitioner’s (proposed provision of financial counseling services to patients of Florida healthcare providers would not constitute collection of consumer debts so as to make CH a “consumer collection agency” that is required to be registered pursuant to the Florida Consumer Collections Practices Act, Fla. Stat. §§ 559.55 et seq)
