NOTICE OF CHANGE
Notice is hereby given that the following changes have been made to the proposed rule in accordance with subparagraph 120.54(3)(d)1., F.S., published in Vol. 39, No. 78, April 22, 2013 issue of the Florida Administrative Register.
The change is in response to written comments submitted by the staff of the Joint Administrative Procedures Committee and in response to written comments received following a public hearing on the rule. The changes are as follows:
1. Subsection (2)(b) shall now read as follows:
(b) A baccalaureate degree from an accredited college or university; and
1. Completed a 2,000-hour nursing home administrator-in-training program approved by the Board; or
2. Has one year of supervised direct management experience that was not in a training program or internship.
a. Supervised direct management experience is, while under the ultimate supervision of a licensed nursing home administrator, the application of executive duties and skills which is substantially equivalent to the standards of training and experience in the field of institutional administration developed by the Board as demonstrating qualification to serve as a nursing home administrator.
b. In order to establish supervised direct management experience, the applicant must prove that, while under the ultimate supervision of a licensed nursing home administrator, he or she performed in the role of an executive manager, performing the same duties and skills expected of a Florida licensed nursing home administrator including, at a minimum, the primary direction of all facility departments of:
I. human resources, including recruiting, selecting, staffing, educating and developing managers so goals of each department are accomplished, and conducting performance appraisals for all department managers;
II. Resident care;
III. Dietary;
IV. Accounting/bookkeeping, including budgeting and internal controls:
V. Life safety;
VI. Maintenance and housekeeping; and,
VII. Therapies programs.
c. All duties performed by an applicant under this paragraph must be performed within a skilled nursing facility, hospital, hospice, or assisted living facility with a minimum of 60 licensed beds, or geriatric residential treatment program of at least 60 beds. Each applicant who claims one year’s supervised direct management experience would be individually reviewed by the full board to determine if that applicant's experience meets the requirements of this rule. If, however, such experience is not in a skilled nursing facility the applicant must complete the requirements of a 1,000-hour nursing home administrator-in-training program approved by the Board.
