64B10-11.002. Eligibility Requirements for Licensure

  • 1(1) Required Examinations.

    4(a) The Board approves The Nursing Home Administration (NHA) examination and The Core of General Knowledge (CORE) examination, both of which are developed and administered by the National Association of Long Term Care Administrator Boards (NAB).

    40(b) In addition to the national examination referenced in paragraph (1)(a), above, each applicant for licensure shall also be required to take an examination on the laws and regulations of the State of Florida which governs the practice of nursing home administrators.

    82(2) License by Examination. To establish eligibility for licensure as a nursing home administrator by examination under Section 100468.1695, F.S., 102the applicant must prove that the applicant has:

    110(a) Successfully passed the examinations required in subsection (1).

    119(b) A baccalaureate degree or higher from an accredited college or university with a major in health care administration, 138health services administration, or an equivalent major, 145or has credit for at least 60 semester hours in subjects as defined under Rule 16064B10-11.007, 161F.A.C.; and,

    1631. Completed a college-affiliated or university-affiliated internship 170of at least 650 hours with a Board-approved preceptor in a skilled nursing facility that has at least 60 beds. For any such internship begun prior to December 2, 2013, the Board will not require 650 hours if the institution offering the internship required fewer hours for successful completion, or

    2202. Completed a 1,000-hour nursing home administrator-in-training program approved by the Board, or

    234(c) A baccalaureate or higher degree from an accredited college or university; and,

    2471. Completed a 2,000-hour nursing home administrator-in-training program approved by the Board, or

    2612. Has one year of 266supervised direct 268management experience 270that was not in a training program or internship279.

    280a. Supervised direct management experience is, while under the ultimate supervision of a licensed nursing home administrator, the application of executive duties and skills which is substantially equivalent to the standards of training and experience in the field of institutional administration developed by the Board as demonstrating qualification to serve as a nursing home administrator.

    335b. In order to establish supervised direct management experience, the applicant must prove that, while under the ultimate supervision of a licensed nursing home administrator, he or she performed duties substantially equivalent to those required of a Florida licensed nursing home administrator, and which duties must include, at a minimum, responsibility over all facility departments of:

    391(I) Human resources, including recruiting, selecting, staffing, educating and developing managers so goals of each department are accomplished, and conducting performance appraisals for all department managers,

    417(II) Resident care,

    420(III) Dietary,

    422(IV) Accounting/bookkeeping, including budgeting and internal controls:

    429(V) Life safety,

    432(VI) Maintenance and housekeeping; and,

    437(VII) Therapies programs.

    440c. All duties performed by an applicant under this paragraph must be performed within a skilled nursing facility, hospital, hospice, or assisted living facility with a minimum of 60 licensed beds, or geriatric residential treatment program of at least 60 beds. If, however, such experience is not in a skilled nursing facility the applicant must complete the requirements of a 1,000-hour nursing home administrator-in-training program approved by the Board.

    510(3) Licensure by Endorsement. To establish eligibility for licensure as a nursing home administrator by endorsement under Section 528468.1705, F.S., 530the applicant must:

    533(a) Successfully pass the required examinations in subsection (1); and,

    543(b) Have worked as a fully licensed nursing home administrator for 2 years within the 5-year period immediately preceding the application for licensure by endorsement; and,

    569(c)1. Hold a valid active license to practice nursing home administration in another state, or

    5842. Meet the qualifications for licensure contained in Section 593468.1695, F.S.
