NOTICE OF CHANGE
Notice is hereby given that the following changes have been made to the proposed rule in accordance with subparagraph 120.54(3)(d)1., F.S., published in Vol. 42 No. 191, September 30, 2016 issue of the Florida Administrative Register.
These changes are being made to address comments expressed by the Joint Administrative Procedures Committee in a letter dated October 20, 2016, and in response to public comments on the proposed rule.
The “preliminary SERC analysis” referenced in the proposed rule was intended as the summary of the Department’s SERC, which also consists of a detailed analysis and report prepared by the National Council on Compensation Insurance, Inc.
The following changes have been made to the contents of the Florida Workers’ Compensation Reimbursement Manual for Ambulatory Surgical Centers (ASCs), 2016 Edition.
Chapter 3: Description of ASC Facility Services
Services Included in ASC Fee(s): Bullet 3 on page 15 is edited to remove references to sutures, staples, drill material and sterile and non-sterile supplies.
Request for Surgical Implant Reimbursement: Bullet 2 on page 22 is edited to remove the reference to the word “Manufacturer’s,” when referring to manufacturer’s acquisition invoices.
Certification of Surgical Implant Reimbursement Amount: Page 24 is edited to remove references to the word “manufacturer’s,” from the first paragraph.
Chapter 5: Billing Instructions and Forms
Surgical Implant Billing: Page 34 is edited to remove the reference to the word “Manufacturer’s,” contained in the first bullet point.
Chapter 7: Definitions
Associated Disposable Instrumentation: The definition on page 37 is edited to remove the reference to “or sutures.”
Appendix A: Page 40 is edited to remove three references to “the manufacturer’s,” used in reference to “acquisition invoice cost.”
