    NOTICE IS HEREBY GIVEN that on November 16, 2016, the Criminal Justice Standards and Training Commission, received a petition for a permanent waiver of subsection 11B-27.002(4), F.A.C., from Chief Gerard DeCanio of the City of Port Richey Police Department on behalf of Kenneth Korchak, Jr. Petitioner wishes to permanently waive that portion of the Rule that states: Within four years of the beginning date of a Commission-approved Basic Recruit Training Program, an individual shall successfully complete the program, achieve a passing score on the applicable State Officer Certification Examination, and gain employment, and certification as an officer. Petitioner states that, between August 20, 2012, and May 25, 2013, Mr. Korchak successfully completed a Commission-approved Basic Recruit Training Program and received a passing score. Petitioner further states that on May 29, 2013, Mr. Korchak achieved a passing score on the State Officer Certification Examination. Mr. Korchak then sought employment with Petitioner, completing a majority of the pre-employment screening. According to Petitioner, changes in command staff led to the failure of Petitioner to change Mr. Korchak’s employment status prior to Mr. Korchak’s August 20, 2016, hiring deadline. The Petitioner asserts that Mr. Korchak would suffer an economic hardship should the waiver not be granted, as Mr. Korchak would, through no fault of his own, be required to forego employment and pay for and complete a training program, the State Officer Certification Examination, and a second pre-employment screening.
