    NOTICE is hereby given that the Board of Cosmetology has issued a Final Order disposing of the petition for declaratory statement filed by Maria Vivas Chapoteau, RN, RCIS, PMU Artist, Aurora Miller, RN, PMU Artist, and Karen Day, MSN, Electrologist, filed on September 17, 2018.  The Notice of Petition for Declaratory Statement was published in Vol. 44, No. 196, of the October 8, 2018, Florida Administrative Register.  The Petition, which inquired whether it is permissible for the Petitioners to perform eyelash extensions under their Florida licenses for permanent makeup artists and Electrolysis license, was heard at a duly-noticed public meeting held on January 14, 2019, in Sandestin, Florida. At its meeting, the Board declined to issue a declaratory statement because the Petitioners failed to demonstrate that they are substantially affected persons before the Board of Cosmetology. The Final Order was filed on February 13, 2019.
