    State of Florida National Disaster Resilience Competition Application

    GENERAL SUBJECT MATTER TO BE CONSIDERED: The U.S. Department of Housing and Urban Development (HUD), in collaboration with the Rockefeller Foundation, is providing significant resources and support to communities to help them become more resilient through the National Disaster Resilience Competition (NDRC). The NDRC is a two-phase process to competitively award nearly $1 billion in HUD Disaster Recovery funds to eligible communities. The competition will help communities recover from prior disasters and improve their ability to withstand and recover more quickly from future disasters, hazards, and shocks.     ACTION TO BE TAKEN: To receive public comment regarding Phase I (Framing Unmet Needs, Vulnerabilities and Community Development Objectives) of the State of Florida’s NDRC Application. In order to permit a more streamlined process, and ensure disaster recovery grants are awarded in timely manner, the NOFA provides that provisions of 42 U.S.C. 5304(a)(2) and (3), 42 U.S.C. 12707, 24 CFR 570.486, 91.105(b) and (c), and 91.115(b) and (c), with respect to citizen participation requirements, are waived. The streamlined requirements mandate at least one public hearing at the Applicant’s level of government per Phase, and require providing a reasonable opportunity (at least 15 days for Phase 1 and 30 days for Phase 2) for citizen comment, and ongoing citizen access to information about the use of grant funds.

    The Department of Economic Opportunity (DEO) will review and accept comments on the State of Florida’s NDRC Application. A copy of the State of Florida’s NDRC Application is currently available for review and comment on DEO’s website: http://www.floridajobs.org/NDRC.
