    NOTICE IS HEREBY GIVEN that the Florida Office of Financial Regulation has received the petition for declaratory statement from CEX.IO LTD. The petition seeks the agency's opinion as to the applicability of Chapter 560, Florida Statutes, as it applies to the petitioner.

    On March 20, 2018, the Florida Office of Financial Regulation (Consumer Finance) received a Petition for Declaratory Statement from CEX.IO LTD. The petition seeks a declaratory statement from the Office on whether Petitioner's business model (Using the order book exchange, customers may place orders with CEX to purchase or sell virtual currency at a certain price and a certain quantity. Using the instant purchase option, CEX displays a spot price based on the already open orders. The customer, instead of placing an order, simply enters the amount he or she desires to purchase or sell. CEX then executes a transaction using the quantity and the spot price.) falls within the Florida Money Transmitter Statute, Chapter 560, Florida Statutes.
