    PURPOSE AND EFFECT: Rulemaking is necessary to create administrative management units within the Department of Corrections, and to establish the criteria for the assignment of inmates to, the transfer of inmates from, and the management of privileges for inmates assigned to these specialized, highly structured, general population housing locations.
