    6A-4.0163Reading Endorsement Competencies

    PURPOSE AND EFFECT: To revise the 2011 Reading Endorsement Competencies for alignment with evidence-based instructional and intervention strategies rooted in the science of reading. Revisions will address identification of the characteristics of conditions such as dyslexia; implementation of evidence-based classroom instruction and interventions, including evidence-based reading instruction and interventions specifically for students with characteristics of dyslexia; and effective progress monitoring.

    SUMMARY: The rule revises the Reading Endorsement Competencies to align with evidence-based instructional and intervention strategies rooted in the science of reading. The rule requires school districts and teacher preparation programs to submit their reading endorsement/certificate programs to the Department by July 1, 2023, for review and approval based upon the revised competencies.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

    The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: Based upon experience with revisions to the reading endorsement competencies in the past as well as similar changes in the past to other competencies, the proposed rule is not expected to have any adverse impact on economic growth, increase regulatory costs or exceed any criteria set forth in s. 120.541(2)(a), F.S. and will not require legislative ratification. Further, teachers will not be required to re-do competencies already completed, thereby reducing costs to a teacher.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    6A-4.0163 Reading Endorsement Competencies.

    (1) The competencies and indicators required for approval of educator preparation programs pursuant to Rule 6A-5.066, F.A.C., and for district in-service add-on programs pursuant to Section 1012.575, F.S., for certification in the Reading Endorsement, are contained in the publication, Florida Reading Endorsement Competencies 2022 2011 (http://www.flrules.org/Gateway/reference.asp?No=Ref-00556), which is hereby incorporated by reference and made a part of this rule. Copies of Tthe Florida Reading Endorsement Competencies 2022 2011 may be obtained by contacting Just Read, Florida!, Department of Education, 325 West Gaines Street, Room 1432, Tallahassee, Florida 32399, or from the Just Read, Florida! website at http://www.fldoe.org/academics/standards/just-read-fl/reading-endorsement.stml.

    (2) Following the review of existing subject coverage or endorsement requirements required by Section 1012.586, F.S., in 2018, Rreading endorsement programs shall continue to use the 2011 Florida Reading Endorsement Competencies 2022. Programs must resubmit their plans for review in order to ensure an emphasis is placed on:

    (a) effective methods of identifying characteristics of conditions such as dyslexia, and a focus on multisensory interventions, and

    (b) instructional strategies to support explicit, systematic, and sequential approaches to teaching oral language, phonological phonemic awareness, phonics, vocabulary, fluency and comprehension.

    (3) Reading endorsement matrices for dDistrict add-on programs reading endorsement and teacher preparation programs in-service add-on programs must be resubmitted for review and approval per Section 1012.586, F.S., in the a format provided by the department. The Florida Reading Endorsement Matrix 2022, Form FREMatrix, which is incorporated herein by reference and can be found at (D.O.S. Link). Once approved, the newly submitted program will go into effect no later than July 1, 202320. Educators who have completed one or more competencies prior to July 1, 202320, in a previously approved reading endorsement add-on program will not be required to retake competencies in the newly approved reading endorsement district in-service add-on program in order to earn their reading endorsement.

    (3) Beginning July 1, 2024, instructional personnel may not earn a reading endorsement solely by achieving a passing score on the K-12 reading certification subject area assessment.

    (4) The standards set forth in subsection (2) of this rule shall be incorporated into all teacher preparation programs.
