(1) the Department’s definition or understanding of the word “established” as used in section 717.1241, Florida Statutes; (2) the Department’s definition or understanding of the phrase “is complete or made complete” as used in section 717.1241, Florida Statutes; (3) the Department’s understanding of notifying claim purchasers of their APA rights where a claim purchaser and former owner both file claims and the Department intends to disburse to the former owner; and (4) the Department’s definition or understanding of the phrase “when entitlement to the unclaimed property has been established” as used in section 717.1241, Florida Statutes.
