As an inmate of the Florida Department of Corrections, Glenn Miller, DC# 617371, may only participate in administrative proceedings pursuant to Sections 120.54(3)(c) and (7), Florida Statutes. Pursuant to section 120.81(3), Florida Statutes, the Petitioner lacks standing to bring a Petition for Declaratory Statement, and the Department lacks jurisdiction to issue a declaratory statement in this case.
