NOTICE TO PROFESSIONAL CONSULTANTS
Florida State University announces that Professional Services in the discipline of Architecture will be required for the project listed below:

Student Union Renovations
Florida State University, Tallahassee, Florida
The project consists of the design of approximately 110,000 GSF of new space for the existing Student Union on the main campus of Florida State University Tallahassee, Florida. The development of this project will be completed in 2 parts. The first part will include an overall master plan of the entire student union project/site and the advanced programming/schematic design of the first 110,00GSF, located in the northwest sector of the existing Student Union complex. Once approved, the second part will include the design development/construction documents required for this scope of work. The new design will include Student Activities spaces, Student Lobby and Lounge spaces, Student Government spaces, Student Meeting spaces, Greek Life Spaces, Multi-purpose Ballroom spaces, support kitchen space, Retail and Dining spaces, Plazas/Roof top Plazas, and support areas. It is also envisioned that the new addition will contribute to a new North Woodward Campus entry and a new identity for the Student Union. All construction must work well with existing Union facilities and be constructed in an additive manner so subsequent construction phases can be easily added as funding becomes available. The selected design firm will be expected to provide master planning, advanced programming and coordination, design and construction documents, and construction administration, including BIM implementation. The project budget is approximately $52,500,000 with a construction budget of $42,000,000. Sustainable design/construction practices including LEED documentation will be required as part of basic services. The project delivery system will be construction management. Blanket professional liability insurance for this project in the amount of $2,000,000 must be provided as a part of Basic Services.

Firms desiring to apply for consideration shall submit a letter of application.
The letter of application must have attached:
1.A completed Florida State University Professional Qualifications Supplement, dated August, 2003. Applications on any other form, or on versions dated prior to August 2003, will not be considered. The PQS may be downloaded from our website, www.facilities.fsu.edu/depts/designConstr/ Applicant firms are reminded that only civil, mechanical, electrical, structural engineering, and landscape consultants are allowed on their applications. Architectural and specialty consultants, including lab designers, are prohibited and are cause for disqualification. Firms may submit as a joint venture.
2.A copy of the applicant's current Professional Registration Certificate from the appropriate governing board. An applicant must be properly registered at the time of application to practice its profession in the State of Florida. If the applicant is a corporation, it must be chartered by the Florida Department of State to operate in Florida. Note: The location ratings will be based on the following criteria: in-state firms will receive 1 point and out-of-state firms will receive 0 points.
Submit six (6) copies of the above requested data bound in the order listed above and one (1) electronic copy. Applications which do not comply with the above instructions may be disqualified. Application materials will not be returned.
Submittals must be received in the above office, by 2:00 p.m. local time, on Tuesday, October 18, 2016. Facsimile (FAX) or electronic submittals are not acceptable and will not be considered.

The plans and specifications for State University System projects are subject to reuse in accordance with the provisions of Section 287.055, Florida Statutes.
As required by Section 287.133, Florida Statutes, a consultant may not submit a proposal for this project if it is on the convicted vendor list for a public entity crime committed within the past 36 months. The selected consultant must warrant that it will neither utilize the services of, nor contract with, any supplier, subcontractor, or consultant in excess of $50,000.00 in connection with this project for a period of 36 months from the date of their being placed on the convicted vendor list.
Official notification of the results of the short listing will be posted on the FSU Facilities Design & Construction website. Interview times for finalists will be posted at this web site address, as well.
After the interviews, the Selection Committee will make an award recommendation to the University President. Upon approval of the recommendation by the President, official notification of the final ranking of firms shall be posted on the FSU Facilities Design & Construction website. Negotiations will be conducted in accordance with Section 287.055, Florida Statutes.
