62-296.409. Sulfur Recovery Plants

  • 1(1) New Plants 4recovering sulfur from crude oil gas – emissions shall not exceed 150.004 pounds of sulfur dioxide per pound of sulfur input to the recovery system or 0.004 pounds of sulfur dioxide per pound of sulfur removed from an oil well. “New Plants” are those plants which did not receive an air construction permit from the department prior to July 1, 1973.

    65(2) Existing Plants (for which a valid Department Construction permit was issued prior to July 1, 1973) 82recovering sulfur from crude oil gas – emissions shall not exceed 930.08 pounds of sulfur dioxide per pound of sulfur input to the recovery system or 0.08 pounds of sulfur dioxide per pound of sulfur removed from crude oil or gas processed.

    124(3) Test Methods and Procedures. All emissions tests performed pursuant to the requirements of this rule shall comply with the following requirements.

    146(a) The test method for sulfur dioxide shall be EPA Method 6, 158as described at 16140 C.F.R. Part 60, 165Appendix A-4, adopted and 169incorporated by reference 172at rule 17462-204.800, 175F.A.C. The minimum sample volume shall be 0.71 dry standard cubic feet. Two 20-minute samples 190(191+ or 193194five minutes) per run required.

    199(b) Test procedures shall meet all applicable requirements of Chapter 62-297, F.A.C.
