62-296.506. Surface Coating of Large Appliances

  • 1(1) Applicability.

    3(a) The emission limiting standards set forth in Rule 1262-296.506, 13F.A.C., shall apply to application areas, flash-off areas, and ovens of large appliance coating lines involved in prime, single, or topcoat coating operations. Credit for transfer efficiency above the baseline of 60% for spray coating operations can be granted according to the following formula:

    108An EPA and state approved test method for determination of transfer efficiency above the baseline is required.

    125(b) Rule 12762-296.506, 128F.A.C., does not apply to the use of quick-drying lacquers for repair of scratches and nicks that occur during assembly, provided that the volume of coating does not exceed one quart (0.95 liters) in any one 8-hour period.

    166(2) Emission Limiting Standard. No owner or operator of a large appliance coating line subject to Rule 18362-296.506, 184F.A.C., may cause, allow or permit the discharge into the atmosphere of any volatile organic compounds in excess of 0.34 kilograms per liter of coating (2.8 pounds per gallon), excluding water, delivered to the coating applicator from prime, single, or topcoat coating operations.

    227(3) Control Technology. The emission limit under subsection 23562-296.506(2), 236F.A.C., shall be achieved by:

    241(a) The application of low solvent content coating technology; or,

    251(b) Incineration, provided that 90 percent of the volatile organic compounds (VOC measured as total combustible carbon) which enter the incinerator are oxidized to carbon dioxide and water.

    279(4) Test Methods and Procedures. All emissions tests performed pursuant to the requirements of this rule shall comply with the following requirements.

    301(a) Low Solvent Technology. The test method for volatile organic compounds shall be EPA Method 24, 317as described at 32040 C.F.R. Part 60, 324Appendix A-7, adopted and incorporated by reference at Rule 33362-204.800, 334F.A.C., 335or EPA 450/3-84-019, 338Procedures for Certifying Quantity of Volatile Organic Compounds Emitted by Paint, Ink, and Other Coatings (354http://www.flrules.org/Gateway/reference.asp?No=Ref-04298356), hereby adopted and incorporated by reference.

    363(b) Add-on Control Device.

    3671. Destructive. The test method for volatile organic compounds shall be EPA Method 25, 381as described at 38440 C.F.R. Part 60, 388Appendix A-7, adopted and incorporated by reference at Rule 39762-204.800, 398F.A.C., 399or Attachment 3 of EPA 450/ 2-78-041, 406Alternate Test Method for Direct Measurement of Total Gaseous Organic Compounds Using a Flame Ionization Analyzer, adopted and 424incorporated by reference in Chapter 62-297, F.A.C.

    4312. Non-destructive. The test method for volatile organic compounds shall be VOC Capture Efficiency Test Procedures 447as described at Rule 45162-297.450, 452F.A.C. The sampling time for each capture efficiency test run shall be at least 8 hours, unless otherwise approved by the Department pursuant to Rule 47762-297.620, 478F.A.C.

    479(c) Test procedures shall meet all applicable requirements of Chapter 62-297, F.A.C.
