62-296. Stationary Sources - Emission Standards |
1(1) Applicability. The emission limitations and other requirements of Rule 1162-296.712, 12F.A.C., shall apply to miscellaneous manufacturing process operations for which a specific RACT emission limitation has not been established in Rules 3362-296.401 34through 3562-296.415, 36F.A.C., or Rules 3962-296.701 40through Rule 4262-296.711, 43F.A.C., including but not limited to such operations as heat treating furnaces, waste heat evaporators, corebaking ovens, mixing kettles, blast furnaces, puddling furnaces, dryers, stills, roasters, and all other methods or forms of manufacturing or processing which emit particulate matter.
83(2) Emission Limitations. No owner or operator of a miscellaneous manufacturing process operation shall cause, permit, or allow emissions of particulate matter in excess of 0.03 gr/dscf, or any visible emissions greater than 5 percent opacity. However the owner or operator may exceed these emission limits if he utilizes a pollution control device or system for control of particulate matter which has an actual particulate matter collection efficiency of at least 98 percent.
156If Rule 15862-296.712, 159F.A.C., is the least restrictive standard, the opacity standard for the emissions unit shall be the average opacity level achieved during the initial compliance test which establishes compliance with the standard, plus 5 percent opacity.
194(3) Test Methods and Procedures. All emissions tests performed pursuant to the requirements of this rule shall comply with the following requirements.
216(a) The test method for visible emissions shall be EPA Method 9, 228as described at 23140 C.F.R. Part 60, 235Appendix A-4, adopted and 239incorporated by reference 242at Rule 24462-204.800, 245F.A.C.
246(b) The test method for particulate matter emissions shall be EPA Method 5, 259as described at 26240 C.F.R. Part 60, 266Appendix A-3, adopted and 270incorporated by reference 273at Rule 27562-204.800, 276F.A.C. The minimum sample volume shall be 30 dry standard cubic feet.
288(c) A visible emissions test indicating no visible emissions (5 percent opacity) may be submitted in lieu of a particular stack test for materials handling emissions subject to this rule, where the emissions unit is equipped with a baghouse.
327(d) Test procedures shall meet all applicable requirements of Chapter 62-297, F.A.C.
